Darren Culbreath
Technology (Advisor)
Darren Culbreath, Technology Advisor of the Guyana Infrastructure Consortium, is a global leader in digital transformation with over 18 years of experience at the forefront of Generative AI, cloud computing, and enterprise modernization. A technologist since the age of 14, he has combined the agility of a startup founder with the discipline of a global strategist.
He served as Global Head of GSI Application Modernization at Google, driving cloud adoption with the world’s top system integrators, and at DXC Technology managed a $2B portfolio of enterprise-wide cloud migrations across AWS, Azure, and Google Cloud. Earlier, as a Big Data Solutions Architect at the U.S. Patent Office, he advanced public-sector efficiency through data and cloud innovation.
Respected for his ability to translate complex technologies into clear business outcomes, Darren has earned recognition as a trusted advisor to Fortune 100 executives worldwide. At GIC, he brings his global expertise home to Guyana, leading a vision to position the nation as a hub for sustainable, inclusive, and AI-powered digital infrastructure—laying the foundation for long-term economic growth across the Caribbean and beyond.
Simone Benn
Chief Community & Sustainability Officer
Simone Benn, Chief Community & Sustainability Officer of the Guyana Infrastructure Consortium, is a daughter of Guyana with over two decades of leadership in communications, technology, and infrastructure. At Vantage Data Centers, she managed critical hyperscale customer relationships across North America, overseeing service-level compliance, sustainability reporting, and operational excellence. She guided cross-functional teams through commencements, audits, and performance reviews, supporting the rapid growth of one of the world’s leading data center providers.
Previously at Verizon, Simone played a pivotal role in the statewide deployment of FiOS in New Jersey, an industry-transforming milestone in broadband connectivity. Her career spans IT project management, national laboratory contracts, and infrastructure operations, always grounded in innovation, reliability, and efficiency.
A recognized leader in equity and sustainability, Simone has co-founded professional networks to expand opportunities for underrepresented voices, led community engagement initiatives, and advanced recruitment strategies to attract and retain diverse talent. Rooted in the values of community she learned growing up in Guyana, she ensures GIC’s projects are not only technically sound, but also socially responsible.
LeVaughn Murray
Data Center Infrastructure Senior Consultant
LeVaughn Murray, Data Center Infrastructure Senior Consultant of the Guyana Infrastructure Consortium, is a son of Guyana with nearly two decades of expertise in data center management, commissioning, and mission-critical infrastructure. He has delivered complex data center projects for Hewlett Packard, The Walt Disney Company, CoreSite, and Bureau Veritas Primary Integration, leading end-to-end commissioning processes, large-scale infrastructure upgrades, and operational improvements that ensured 24/7 reliability. Skilled in coordinating cross-functional teams, optimizing energy performance, and enforcing global compliance standards, LeVaughn brings both technical mastery and strategic leadership to GIC.
Holding a Master of Science in Management Information Systems and a Bachelor of Science in Aircraft Maintenance Management, along with FAA Airframe & Powerplant licenses and OSHA certification, he combines academic rigor with hands-on expertise. At GIC, LeVaughn’s leadership ensures that every data center—from pilot sites to multi-gigawatt campuses—is commissioned with precision, safety, and resilience, positioning Guyana at the forefront of global digital infrastructure.
Kwasi Fraser
Chairman of the Board
Kwasi Fraser, Chairman of the Guyana Infrastructure Consortium, is a son of Guyana and a builder of opportunity with more than 20 years of leadership in business development and public service. He has led engagements with the U.S. Department of Energy, EXIM Bank, and Homeland Security, advised DXC Technology on mergers and acquisitions, and managed global integration deals at Verizon and the nationwide deployment of AT&T’s Wireless Long Distance Network.
Appointed by Governor Youngkin to the Virginia Clean Energy Advisory Board, Kwasi went beyond the call of the role and helped secure an $85M U.S. DOE GRIP grant by broadening Virginia’s grant application strategy to include a data center microgrid project in South Carolina. He also served on the EPA’s Small Communities Advisory Subcommittee and represented local governments nationally through the National League of Cities.
As a four-term Mayor of Purcellville, Virginia, and the first African American elected mayor in Loudoun County, he led the creation of the state’s largest municipal nutrient credit bank, protecting water resources while generating new revenue. Kwasi holds an MBA from Rutgers University and a BS in Engineering from Stony Brook University, with additional executive education at Harvard and Cornell, as well as Lean Six Sigma Black Belt and PMP certifications. His career is defined by opening new paths, strengthening communities, and advancing innovation.
Andre L. Jones
Board Member and Senior Advisor
Andre L. Jones is a distinguished technology executive and entrepreneur with over two decades of leadership in the global satellite and telecommunications industry. He has held senior roles at Viasat, Kratos Defense and Security Solutions, CPI/ASC Signal, Globalstar, General Dynamics, and L3 Communications, where he consistently drove growth, innovation, and strategic partnerships.
As Founder and CEO/CTO of WANSAT Networks, Inc., Andre launched a fully licensed satellite telecom company in Guyana, scaling it from startup to more than half a million dollars in revenue in its first year. He has also led global business transformations, including restructuring teams to achieve over $100M in target revenues, and has played key roles in M &A transactions totaling more than $250M.
Widely recognized for his impact, Andre has received the Modern-Day Technology Leader Award (BEYA), the Distinguished Alumni Award (Florida Atlantic University), and the prestigious Better Satellite World Award (SSPI). Andre holds an MBA from Mercer University, an MS in Electrical Engineering from Georgia Tech, and a BS in Electrical Engineering from Florida Atlantic University.
Roderick (Rod) Allsopp
Board Member and Strategic Advisor
Rod Allsopp, Board Member and Strategic Advisor to the Guyana Infrastructure Consortium, is a son of Guyana whose career reflects both technical mastery and visionary leadership. With more than 30 years of experience spanning software development, network engineering, cybersecurity, and data center operations, he has built a reputation for delivering mission-critical systems that are secure, resilient, and transformative.
Born in Guyana and educated at Queen’s College before continuing his studies in Canada, Rod earned degrees in Computer Science, Mathematics, and Internetworking Engineering, laying the foundation for a career defined by innovation and foresight. His expertise has carried him across telecommunications, healthcare, education, and transportation, always at the forefront of complex digital transformation initiatives.
At the Washington Metropolitan Area Transit Authority (WMATA), Rod served as Deputy Chief of Data Center Infrastructure and IT Operations, leading large-scale migrations of legacy systems into next-generation hybrid multi-cloud environments while ensuring continuity for infrastructure relied upon by millions daily. Through his consultancy, AllTe Networks, he has advised organizations on cloud strategy, cybersecurity, digital modernization, and pioneering “Green AI” data center concepts.
A Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), and ISO 27001 Lead Implementer, Rod brings to GIC a rare combination of strategic insight, technical depth, and global experience. His mission is to help shape Guyana’s next generation of secure, sustainable, and world-class digital infrastructure—positioning the country for leadership in the evolving global digital economy.
Jason Fraser
Board Member and Strategic Advisor
Jason Fraser, a son of Guyana and the Caribbean, brings more than 20 years of senior leadership in international development, law, and renewable energy. His career spans both the public and private sectors, with expertise in capacity building, energy resilience, public-private partnerships, food security, and legal and regulatory reform across Africa, Latin America, and the Caribbean.
As a former U.S. Foreign Service Officer and USAID Mission Director, Jason has led transformative country programs in Jamaica, Rwanda, and Angola. In Angola, he directed a $56 million portfolio focused on health, governance, and economic growth, redesigning PEPFAR programs and forging public-private partnerships with companies such as ExxonMobil, Microsoft, GE, Angola LNG, and Bayer. In Ethiopia, he managed a $600 million development program spanning agriculture, energy, health, and governance, while overseeing all administrative and legal functions. In Jamaica, he led multi-million-dollar initiatives under the Caribbean Basin Security Initiative, PEPFAR, and disaster risk reduction, managing a portfolio valued at $84 million.
Beyond government service, Jason is also a lawyer, investor, author, and entrepreneur, dedicated to catalyzing private investment and expanding business opportunities throughout Africa and the Caribbean. He holds degrees from Bates College (B.A.), Columbia University’s School of International and Public Affairs (MIA), and Columbia Law School (J.D.), grounding his career in both policy expertise and practical execution.
