Kwasi Fraser

Chairman of the Board

Kwasi Fraser, Chairman of the Board of the Guyana Infrastructure Consortium is a son of Guyana and a builder of opportunity who moves with ease between boardrooms, federal agencies, and town halls. With more than 20 years of experience in business development and public service, he has led engagements with the U.S. Department of Energy, Export-Import Bank of the United States, and the Department of Homeland Security, always with an eye toward solutions that are practical, forward-looking, and transformative.

He has advised DXC Technology on mergers and acquisitions, brought strategic insight on green hydrogen to the data center industry, and earlier in his career managed the nationwide deployment of AT&T’s Wireless Long Distance Network. He also spent nearly a decade with Verizon, managing global integration deals and network connectivity solutions for clients including National Grid, The World Bank, and Procter & Gamble.

Appointed by Governor Glenn Youngkin to the Virginia Clean Energy Advisory Board, Kwasi went beyond the call of duty. While supporting solar energy initiatives, he advised broadening Virginia’s application for the U.S. Department of Energy’s Grid Resilience and Innovation Partnerships (GRIP) Program to include a data center microgrid project in South Carolina. That vision helped secure an $85 million grant award for Virginia and South Carolina, advancing clean energy and critical infrastructure resilience across both states. In national public service, Kwasi was appointed by EPA Administrator Michael Regan to the EPA’s Small Communities Advisory Subcommittee and has represented local governments nationwide through the National League of Cities, advocating for energy, infrastructure, and environmental priorities.

As Mayor of Purcellville, Virginia, Kwasi served four consecutive terms, becoming the first African American elected mayor in Loudoun County. He led the development of the largest nutrient credit bank on municipally owned land in Virginia, protecting vital water resources while creating new revenue stream for the town. He also spearheaded efforts to position Purcellville as Western Loudoun’s economic hub through strategic investments in infrastructure and community development.

Kwasi holds an MBA from Rutgers University and a BS in Engineering from Stony Brook University, with executive education at Harvard and Cornell, alongside Lean Six Sigma Black Belt and Project Management Professional certifications. His career reflects a consistent theme: to open new paths, strengthen communities, and advance innovation across both the public and private spheres.

Rod Allsopp

Chief Information Officer

Rod Allsopp, Chief Information Officer of the Guyana Infrastructure Consortium, is a son of Guyana whose career reflects both the depth of technical mastery and the breadth of visionary leadership needed to shape the future of infrastructure. With over 20 years of experience across software development, cybersecurity, data center operations, and IT leadership, he has built a reputation for delivering mission-critical systems that are secure, resilient, and transformative.

Most recently, Rod served as Deputy Chief of Data Center Infrastructure and IT Operations at the Washington Metropolitan Area Transit Authority (WMATA), where he managed and led a team of 75. He directed the migration of legacy data centers to hybrid multi-cloud environments, executed enterprise-wide firewall modernization, and built disaster recovery strategies that achieved zero data loss—even during global crises like the 2024 CrowdStrike outage. His work combined technical precision with strategic foresight, ensuring that millions of daily commuters had the benefit of safe, reliable, and modernized digital infrastructure.

Rod’s leadership extends well beyond operations. He has advised organizations as a fractional CIO/CISO through AllTe Networks, guiding cloud and cybersecurity strategy, achieving compliance milestones, and piloting innovative “Green AI” data center concepts. His professional journey has spanned industries from healthcare to transportation, always anchored by a commitment to resilience, responsible innovation, and long-term impact.

Simone Benn

Chief Community & Sustainability Officer

Simone Benn, Chief Community & Sustainability Officer of the Guyana Infrastructure Consortium, is a daughter of Guyana with over two decades of leadership in communications, technology, and infrastructure. At Vantage Data Centers, she managed critical hyperscale customer relationships across North America, overseeing service-level compliance, sustainability reporting, and operational excellence. She guided cross-functional teams through commencements, audits, and performance reviews, supporting the rapid growth of one of the world’s leading data center providers.

Previously at Verizon, Simone played a pivotal role in the statewide deployment of FiOS in New Jersey, an industry-transforming milestone in broadband connectivity. Her career spans IT project management, national laboratory contracts, and infrastructure operations, always grounded in innovation, reliability, and efficiency.

A recognized leader in equity and sustainability, Simone has co-founded professional networks to expand opportunities for underrepresented voices, led community engagement initiatives, and advanced recruitment strategies to attract and retain diverse talent. Rooted in the values of community she learned growing up in Guyana, she ensures GIC’s projects are not only technically sound, but also socially responsible.

Darren Culbreath

Chief Technology Officer (Advisor)

Darren Culbreath, Chief Executive Officer of the Guyana Infrastructure Consortium, is a global leader in digital transformation with over 18 years of experience at the forefront of Generative AI, cloud computing, and enterprise modernization. A technologist since the age of 14, he has combined the agility of a startup founder with the discipline of a global strategist.

He served as Global Head of GSI Application Modernization at Google, driving cloud adoption with the world’s top system integrators, and at DXC Technology managed a $2B portfolio of enterprise-wide cloud migrations across AWS, Azure, and Google Cloud. Earlier, as a Big Data Solutions Architect at the U.S. Patent Office, he advanced public-sector efficiency through data and cloud innovation.

Respected for his ability to translate complex technologies into clear business outcomes, Darren has earned recognition as a trusted advisor to Fortune 100 executives worldwide. At GIC, he brings his global expertise home to Guyana, leading a vision to position the nation as a hub for sustainable, inclusive, and AI-powered digital infrastructure—laying the foundation for long-term economic growth across the Caribbean and beyond.

Andre L. Jones

Board Member, Guyana Infrastructure Consortium

Andre L. Jones is a distinguished technology executive and entrepreneur with over two decades of leadership in the global satellite and telecommunications industry. He has held senior roles at Viasat, Kratos Defense and Security Solutions, CPI/ASC Signal, Globalstar, General Dynamics, and L3 Communications, where he consistently drove growth, innovation, and strategic partnerships. As Founder and CEO/CTO of WANSAT Networks, Inc., Andre launched a fully licensed satellite telecom company in Guyana, scaling it from startup to more than half a million dollars in revenue in its first year. He has also led global business transformations, including restructuring teams to achieve over $100M in target revenues, and has played key roles in M &A transactions totaling more than $250M. Widely recognized for his impact, Andre has received the Modern-Day Technology Leader Award (BEYA), the Distinguished Alumni Award (Florida Atlantic University), and the prestigious Better Satellite World Award (SSPI). Andre holds an MBA from Mercer University, an MS in Electrical Engineering from Georgia Tech, and a BS in Electrical Engineering from Florida Atlantic University.

LeVaughn Murray

Chief Commissioning Officer

LeVaughn Murray, Chief Commissioning Officer of the Guyana Infrastructure Consortium, is a son of Guyana with nearly two decades of expertise in data center management, commissioning, and mission-critical infrastructure. He has delivered complex data center projects for Hewlett Packard, The Walt Disney Company, CoreSite, and Bureau Veritas Primary Integration, leading end-to-end commissioning processes, large-scale infrastructure upgrades, and operational improvements that ensured 24/7 reliability. Skilled in coordinating cross-functional teams, optimizing energy performance, and enforcing global compliance standards, LeVaughn brings both technical mastery and strategic leadership to GIC.

Holding a Master of Science in Management Information Systems and a Bachelor of Science in Aircraft Maintenance Management, along with FAA Airframe & Powerplant licenses and OSHA certification, he combines academic rigor with hands-on expertise. At GIC, LeVaughn’s leadership ensures that every data center—from pilot sites to multi-gigawatt campuses—is commissioned with precision, safety, and resilience, positioning Guyana at the forefront of global digital infrastructure.
